Clean up blocking API

The blocking API is somewhat clumsy, and needs some work. In particular, figuring out if a given contact is blocked is difficult, especially if there exist multiple accounts of the same service type.

The point of the "task" ticket type on trac is to track ongoing projects that can't be gotten to immediately. There aren't many of these, and they're usually useful, so I'm reopening a few.

This was fixed by Kiel's patch that just went in.
