Add a toolbar button for nudging or buzzing.

(In [19296]) 'Send Notification' menu items for contacts which support it (MSN, Yahoo). Refs #6635.

(In [19315]) Adds notification toolbar button. Current button is in desperate need of redesign (I tried to make the ugliest one possible. Did I win? :D) I believe this completes nudge/buzz things. Fixes #6635.

hey, i find aMSN has a nice nudge button. Why don't you just use that? it seems they are using some of Adium's icons, too...

That icon isn't really representative of "send notification". #6734 is the ticket for creating a new icon. However, I'm not sure the aMSN icon would suffice.
